I noticed that last night actually and wondered what the point was. Thinking about it, though, I figured it was kinda like why stores offer gift cards. They go ahead and get your money up-front and then hope you forget about it and never spend it, kinda like forgetting about, or losing, a gift card. Also, when you're left with less than $1 in store credit, there's not really a way to spend that. So, guess what...they basically keep that too. I'm not sure how many members they have, but I'd imaging having $0.25 per member just sitting there, probably never to be used, is worth a pretty penny.
